This guide explains the licenses, 3D production rules, and operational policies required for businesses and creators who develop and operate digital content on Roblox using characters from the Nekowemon .

 


 

2. Why Nekowemon Is Well-Suited for Roblox

Nekowemon is a character IP with the following features:

・A Unified Character Design Identity (a Unified Cat-Face Design Identity structure)
・A design that allows for the expansion of a large number of characters
・An expandable worldbuilding structure

These characteristics are highly compatible with the following growth models on Roblox:

・Content expansion through the addition of avatars and characters
・Gradual updates to worlds and games
・Expansion across multiple titles

This service is based on the idea that “an increase in characters leads to an increase in content value.”

Accordingly, the Nekowemon is intended to be used not merely as a single game, but as a tool for ongoing IP development.

 


 

3. Business Development on Roblox

By using characters from the Nekowemon , the following business activities can be conducted on Roblox:

・Development of games and content using characters
・Operation through worldbuilding and ongoing updates
・Creation and sale of digital products such as avatars and items
・Development of monetization models, including in-game purchases

Content on Roblox should be designed with user acquisition and long-term engagement in mind after publication.

For this reason, this service is based not on one-time production, but on an operational model that includes character additions, content expansion, and the design of monetization pathways.

 


 

Participation in the Ecosystem

This ecosystem is based on the Nekowemon Avatar Ecosystem.

Licensees may participate in the ecosystem by developing games that support the Shared Avatar system.

By participating in the ecosystem, players can move between multiple games while continuing to use the same avatar. This creates a structure in which individual games remain independent works while also being connected to one another.

Participation in this ecosystem is recommended. However, licensees may also develop original games (Nekowemon Original Games) that place greater emphasis on their own worlds and creative expression.

Games participating in the Nekowemon Avatar Ecosystem are expected to support the official Ecosystem Model (Shared Mesh and Shared Rig) provided by Nekowemon.

 


 

Features of the Ecosystem

This ecosystem has the following features:

・Players move between games created by different developers using Shared Avatars.
・Shared Avatars can be purchased within each game.
・Shared Avatars can transform into various characters according to the world of each game.
・Revenue is generated independently within each game.

Through this structure, licensees may operate their own games while also gaining opportunities to attract users through connections with other games.

 


 

The Role of Developers Within the Ecosystem

Participating in the ecosystem means more than simply developing a game.

It means providing content as part of the Nekowemon Avatar Ecosystem.

Each game functions not only as an independent work, but also as part of the content that makes up the Nekowemon .

 


 

Navigation Design Within the Ecosystem (Important)

Within this ecosystem, connections between games are achieved through navigation features such as portals.

Players can move to other games through in-game portals and experience games created by multiple developers.

 


 

4. Required Licenses

When using the Nekowemon in Roblox content, the following licenses are required depending on the stage of use and the nature of operation.

 


 

Basic Structure

・Basic License
・Content Monetization License
・Digital Commercialization Project License

Games (Experiences) on Roblox are treated as “Digital Products” under this service and are managed on a per-game (per-title) basis.

 


 

License Requirements by Development Stage (Important)

(1) Development Stage (Private)

Activities may be conducted within the scope of the Basic License.

・Planning, Design, Prototyping
・Development updates and information sharing
・Playtesting

(2) Publication and Operation Stage

Once a game is published in a state where it can be accessed by third parties, a Digital Commercialization Project License is required.

(3) Monetization

When monetizing through platforms such as Roblox, a Content Monetization License is required.

Examples include:

・In-game purchases
・Avatar sales
・Item sales

 


 

5. Promotion and Information Sharing

The licenses required for promotion and information sharing using the Nekowemon vary depending on the method used.

 


 

Activities Permitted Under the Basic License

・Posting on the company’s own SNS accounts
・Sharing information on the company’s own website

Companies may use their own SNS accounts to share development progress, provide updates, and announce releases.

 


 

Activities Requiring an Advertising Promotion License

・Distribution through paid advertising placements (SNS advertisements, web advertisements, etc.)
・Requests for publication by third-party media
・Sponsored posts by influencers
・Use of PR distribution services

 


 

6. Provision and Production of 3D Data

To use Nekowemon characters on Roblox, the creation of 3D model data is required.

This service operates using the following model types as its standard structure:

・Ecosystem Model (a lightweight block-style 3D model created using a shared mesh and shared rig)
・Custom Model (a 3D model created using an original mesh)

The Ecosystem Model is designed so that assets such as equipment, costumes, accessories, and skins can be reused within the same structure.

The Custom Model is suitable for designs that place greater emphasis on a licensee’s own worldbuilding and creative expression, and can support designs and visual presentations that are difficult to achieve with the Ecosystem Model.

This service provides a structure that allows the use of both the Ecosystem Model provided by Nekowemon and Custom Models that support original creative expression.

 


 

Methods of Providing Data

3D data must be prepared using one of the following methods:

Created by the licensee
Created using the Ecosystem Model provided by Nekowemon

When a licensee creates a Custom Model, the model must comply with the production rules set forth in this guide and must undergo review and approval.

Developer-oriented 3D data for the Base Avatar (Neco01), which serves as the foundation of the Ecosystem Model, will be provided free of charge by Nekowemon.

Developer-oriented 3D data for Shared Avatars created based on the Base Avatar (Neco01) of the Ecosystem Model will be provided by Nekowemon for a fee.

Asset data for the Ecosystem Model must be created by each licensee.

 


 

Basic Principles of Model Design

The basic structure of avatars should be designed based on the Unified Cat-Face Design Identity structure and must remain within a range that can be recognized as a Nekowemon character.

Because the Ecosystem Model uses a shared mesh and shared rig, compatible parts such as wigs, costumes, accessories, and skins (textures) can be created.

This compatibility makes it possible for created parts and textures to be applied to other avatars that share the same structure.

The Custom Model can support designs that are difficult to achieve with the Ecosystem Model, such as adjustments for recreating 2D-style expressions, changes in shape, and variations in silhouette.

However, all designs must maintain the character’s basic structure and the Unified Cat-Face Design Identity.

In addition, because increasing polygon counts and structural complexity may affect performance, models should be designed within applicable technical standards.

 


 

Submission Materials (For 3D Model Review)

For 3D models created by a licensee, the following materials must be submitted for review:

・3D model data (FBX format, including all parts)
・Texture data (PNG format and PSD format)
・Rendered images (front, side, rear, angled views, etc.; 6 to 12 directions)

① Sign the Basic License Agreement

7. Revenue Structure

This service adopts a structure that allows licensees to generate ongoing revenue by providing avatars and assets within their games.

This structure is based on the Nekowemon Avatar Ecosystem and is designed to support both connections between games through Shared Avatars and monetization within each individual game.

 


 

Basic Revenue Structure

Revenue is primarily generated through the following methods:

・Sales of Shared Avatars
・Sales of in-game assets (weapons, items, effects, etc.)

Shared Avatars function as an entry point for players to participate in games, while in-game assets serve as elements that generate ongoing revenue.

 


 

Sales of Shared Avatars Within the Ecosystem

Shared Avatars that support the ecosystem may be sold within each licensee’s game.

Players may purchase Shared Avatars from any participating game. Once purchased, the avatar can be used as the same avatar in games provided by other licensees.

Revenue generated from the sale of a Shared Avatar belongs to the licensee whose game sold that avatar.

Through this structure, licensees can create revenue opportunities through avatar sales within their own games while also lowering the barrier to entry for players.

 


 

Monetization Through In-Game Assets

Licensees may sell various avatar-related assets within the games they provide.

Examples include:

・Weapons
・Accessories
・Effects

These assets are created individually according to the design of each game and are not intended to be shared with other games.

As a result, even when players use the same avatar, they can enjoy different experiences and progression elements in each game.

This allows each licensee to build a revenue structure based on their own game design.

 


 

The Revenue Concept of the Ecosystem

Within this ecosystem, players can move between games created by different developers through the use of Shared Avatars.

While licensees can welcome players from other games into their own games, revenue is generated independently within each game.

In other words, this structure is designed so that:

・Shared Avatars connect players across games
・Revenue is generated separately within each game

Within the ecosystem, games are connected through navigation features such as portals, allowing players to experience multiple games across the network.

Through this structure, licensees can expand their own revenue opportunities alongside the growth of the ecosystem as a whole, without directly competing with other developers for revenue.

 


 

8. Character Design Principles for Roblox (Important)

The Nekowemon maintains brand consistency through a Unified Cat-Face Design Identity structure.

Based on the Nekowemon Avatar Ecosystem, this service adopts a unified avatar design that allows players to use the same avatar across multiple games.

 


 

The Concept of the Base Avatar and Shared Avatars

Shared Avatars that support the ecosystem are designed based on the Base Avatar (Neco01).

By using the Base Avatar (Neco01), players can move between games created by different developers while continuing to use the same character as a Shared Avatar.

Within each game, expressions and appearances appropriate to that game’s world are applied to the Base Avatar (Neco01).

For example:

In a ninja game, the avatar may be presented with a ninja appearance.
In a pirate game, the avatar may be presented with a pirate appearance.

In this way, the core identity of the Base Avatar (Neco01) is maintained while allowing different visual presentations in each game.

 


 

Design Consistency

Characters within the Nekowemon are unified through the following elements:

・Cat-face structure (the balance of the eyes, nose, mouth, outline, and other facial elements)
・A simple symbolic character design
・An easily recognizable silhouette

By maintaining these elements, characters can continue to be recognized as Nekowemon characters regardless of the game in which they appear.

When using a Custom Model, designs should be created based on this Unified Cat-Face Design Identity structure.

 


 

Expression Through Custom Models

Custom Models are intended to achieve designs and visual presentations that are difficult to realize with the Ecosystem Model.

Examples include:

・More distinctive silhouettes
・Shapes with enhanced detail
・Character presentations with unique visual effects

These approaches are suitable when a stronger individual identity is desired for a particular game.

However, even when using a Custom Model, the following conditions must be met:

・The design must be based on the unified cat-face structure.
・The character must remain recognizable as a Nekowemon character.

By maintaining these requirements, character consistency can be preserved throughout the Nekowemon Games.

 


 

9. Technical Standards for Avatar Design on Roblox (Recommended)

To maintain character consistency while ensuring stable performance, this service recommends the following technical design standards.

These standards are intended as guidelines only and should be adjusted as appropriate according to the game’s content, target devices, and development environment.

(1) Standard Type

・Polygon Count: Approximately 2,000–5,000 polygons *1
・Texture Size: 512×512 (up to 1024×1024 when necessary)
・Number of Materials: Approximately 1–2 (optimization recommended)
・Rig Structure: A design based on the R15 standard is recommended *2 *3

*1 The base character mesh (Neco) should be approximately 2,000 polygons. Derived characters should be designed so that the entire character, including additional parts such as hair, costumes, and equipment, remains within approximately 2,000–5,000 polygons.

*2 Because the tail is a fundamental element of the character structure, control using two to three additional bones is recommended when necessary.

*3 Additional parts such as capes and equipment should generally follow the body structure without using dedicated bones, with priority given to lightweight performance and stability.

(2) Lightweight Type

・Polygon Count: Approximately 500–1,500 polygons *1
・Texture Size: 256×256 to 512×512
・Structure: Simple and linear shapes (simple shader recommended)
・Number of Materials: 1 (maximum of 2)
・Rig Structure: Based on the R15 standard, with simplification permitted depending on the intended use *2 *3

The Ecosystem Models provided by Nekowemon are designed as the Lightweight Type.

*1 The base character mesh (Neco) should be approximately 500–800 polygons. Derived characters should be designed so that the entire character, including additional parts such as hair, costumes, and equipment, remains within approximately 500–1,500 polygons.

*2 The tail should be constructed as a separate part from the body and controlled using a single bone based on the R15 structure.

*3 Additional parts such as capes and equipment should generally follow the body structure without using dedicated bones, with priority given to lightweight performance and stability.

(3) Common Guidelines

・Textures should be combined into a single texture whenever possible (texture atlas recommended).
・Excessively high polygon counts should be avoided.
・Models should be designed with low-spec devices in mind.
・To support animation compatibility and future expansion, production based on the R15 structure is recommended as a general rule.

 


 

10. Review Fees for 3D Models

Character 3D models and parts are treated as deliverables under this service.

Standard reviews and minor revisions* are not subject to deliverable review fees and will be handled free of charge.

*Minor revisions refer to revisions that occur during the initial submission and normal production process. Up to two rounds of revisions are included. If Nekowemon determines that extensive revisions, model reconstruction, or other individual support is required, an additional review fee (JPY 10,000 per deliverable) may be charged.

 


 

Examples of Minor Revisions

・Texture color adjustments
・Minor placement adjustments
・Minor shape adjustments
・One or two rounds of revisions

 


 

Examples That Are Not Considered Minor Revisions

・Changes to the rig structure
・Reconstruction of the mesh
・Major design changes
・Three or more rounds of revisions

 


 

11. Units of Character Deliverables in 3D Data

Within the Nekowemon , the unit of a 3D model deliverable is determined based on the character’s fundamental design (face and structure).

When 3D models appearing within a game are variations of the same character design (the same management number), such as color variations, they are treated as a single deliverable.

However, this applies only to the Neco Series (Neco01, Neco02).

If the facial structure or character design differs, the model will be treated as a separate deliverable.

NPCs used within the ecosystem will be provided free of charge only for the Neco Series (Neco01, Neco02, Neco03).

 


 

12. Usage Period and Publication Period

The publication period of Roblox content is managed in three-month units under the Digital Commercialization Project License.

Development activities such as game planning, design, prototyping, and playtesting may be conducted within the scope of the Basic License.

However, even during development, if the content is published in a state where it is accessible to third parties, it will be treated as a Digital Product from that point onward, and a Digital Commercialization Project License will be required.

 


 

13. Handling After Publication Ends

When the usage period expires, the relevant Roblox content must, in principle, be taken offline.

However, if approved by Nekowemon as a place for user interaction, the content may continue to be published with all monetization functions disabled.

In such cases, no new revenue may be generated from that content.

If monetization is to continue, a new Digital Commercialization Project License must be obtained.
